I am trying to install openPDC manager and went through the steps in the manual however when I try to log in the attached issue is shown. Is there anything during the installation process that I need to do to avoid this.

This usually indicates that the user who ran the configuration setup utility (post install) is not the same user trying to login - or you setup a database user during configuration instead of using the AD/local account. It can also mean the database cannot be accessed by that user.
In this case, the user RASUS\rasus does not have access to the configuration or access to the database is limited.
If this is a new installation, it should be easy enough to re-run the configuration setup utility and just create a new configuration. Also, if you are having trouble with a database instance, simply use SQLite as this requires no external database installation.
