This issue can be seen on latest versions of both openPDC (2.9.148) & PMU Connection Tester (4.7.4).
When the phasor data type is selected as rectangular 16 bit integer, the magnitude and angle values are reported as 0 after scaling with 2nd and 3rd four byte words of PHSCALE.
When the phasor data type is selected as polar, the angle values are correct but the magnitude values remain 0.
The magnitude scaler (2nd four byte word) is a floating point number with a value of 0.01295 while the angle scaler (3rd four byte word) is set to 0.
